Tear Off Menu bottom margin gone

I have a tear-off menu in TLB standalone on my second monitor. I postition it near the bottom of the screen. While the menu has a nice top margin, it has zero bottom margin, which makes it look like the bottom row of icons and text labels are cut off. I cannot seem to get a bottom margin on the menu. The menu is a Windows List.
