Terminating Popup menu on mouse hover has a problem

I have a toolbar and have set it to not popup menu on mouse hover. I then move the mouse to a menu on the toolbar and click to open the menu (with overlap disabled). If I then move the mouse in any direction, it pops up any menu on the toolbar that the mouse rolls over. In other words, after doing a single left-click on a menu item, the "popup menu on mouse hover" feature appears to be activated, which is not what I want.

I see that the selected menu will disappear, if I hit Esc, and then moving the mouse will not automatically pop up menu items on hover. Is that the solution?

Turn off this option:
TLB Settings->Mouse->Auto pop up next first level menu.

After disabling this option all first level menus will be opened on click only.
