Hello Yuri,
I'd like to inform you that Standalone TLB's transparency feature is useless and not working on Windows 8.1 (x64)
The issue is tested on both 6.5 stable and 6.5.5 beta versions.

Or is there a workaround way to fix this?

Transparency is working on Windows 8.1. Look the video I've prepared to show how to set transparency and background color for toolbar:

Thank you for your reply. It is solved via TLB Settings..' Toolbar Transparency option. But I could not still figure out what the Toolbar Properties' > Background Transparency does exactly. And why are there 2 different places to change an option?

This is toolbar background transparency. You can change the toolbar background in TLB Settings->Toolbar->Colors and Fonts (for gradient background) or in TLB Settings->Toolbar->Appearance->Overlay Image (for image background).
