Since installing the 7.1.1 beta, I have lost my TLB quicklaunch bar. I have downgraded to 7.1 and still nothing. I have right-clicked on the bar to select the TLB toolbar and still nothing. Using Win 7 x64, no UAC.

Going to have to restore a backup. Cannot see anything in the installation folder to launch TLB manually. I have attached an error message when I try to launch the file in the title bar - hope it helps.

Thank you for reporting this bug. As temporary solution you can install Visual C++ Redistributable Packages for Visual Studio 2013.

Confirming that installing thise Visual C++ files fixed things. The beta is working now

Had same problem.
Re-installing 7.1 over 7.1.1 did not bring back TLB.
Un-installing 7.1.1 THEN re-installing 7.1 brought back TLB.
