Suddenly all of my toolbars (all are standalone) will not accept any new shortcuts being moved there. All I get is the NO symbol. And the toolbars are not locked.

Using TLB 7.0 64 bit on Windows 7 Home Premium.

I fixed it by restarting Explorer. Go to Process Explorer and restart explorer.exe.
