launchbar not always on top

Hello,
I have an existing toolbar on the right side of my screen. (It does not have a "always on top" command. When i set the launchbar to "always on top" and move it over to cover up the empty space on my first toolbar it covers it up just fine, but when i restart windows your launchbar is always behind my old toolbar. It is still set to "always on top". I am using windows XP Pro. I found the article on adjusting the location when you restart if it changes but it does not, just wether or not it is on top. any help would be appritiated. Also if i click anywhere on the old toolbar (the one under truelaunchbar) true launch bar goes behind the old one again. Thanks B

Ok Update i followed the guide when the app does not reload in the same position and it now comes back up in the same position when i restart but it still disappears behind the old bar when i click on anything in the old bar. Plz help
