I'd like to configure True Launch Bar 4.1 like the MS Office Shortcut Bar. I'm finding it quite annoying to have to right-click on the True Launch Toolbar to switch toolbars and I'd like to configure the switching so it is one click and it's done.

Switch with different programs? You can do that with auto-sensing.
