[Bug: ToDo List] Always on Top Problem

My Menu is designed as;
- Load on startup
- Tear off

But this preferences also makes the menu "Always on Top" although it is not checked. When I manually open and close the menu, the problem disappears. However, the problem continues with all windows starts.

I've reproduced this bug. Thank you. The problem is not with ToDo List only. This bug appears for all Tear Off menus with delayed load (virtual folders).

I'll fix this bug in the next version.
