TLB has a feature for creating or editing the pop-up tip for any menu item. But there is nothing in the TLB menu structure that says "Edit Pop-Up Tip" or even "Edit Tip." Instead, the feature is buried in the right-click menu under Appearance, where it says "Description." It never says "Tip." It should say "Tip," not "Description."
