Tooltips text color not displaying correctly

We had set the tooltips text to a green and the background to black. The background displays correctly but the text is either black or not present. This bug is only in TLB. The tooltips in Windows does show correct colors.

I am having this problem too. In this tool tip I changed the background to dark red and the text to white, still the text has not changed it's color. But the main tool tip that is in the quicklaunch folder is still the windows default color and does not seem to take any effects
