It's been years since I've used a TLB toolbar anywhere but the taskbar, but I want to have a toolbar on the top of the screen or side.

I'm running W7 x64 now and thought all I had to do was drag the toolbar to the top or side where I want it but it isn't allowing it (yes unlocked). I know I'm missing something simple it's just been a while.

The Windows 7 supports the toolbars only on the taskbar. If you want to attach the toolbar to any side of the desktop, you can use the standalone True Launch Bar. The shortcut can be found in the Start->All Programs->True Launch Bar. This is the small utility that open exactly the same TLB but without the Windows Explorer.
