Open a 2nd TLB bar and drag it to the top of the screen

Set that TLB bar to 'always on top'

Click and open the Mail Monitor window and close

Open again and close

Each time the window opens it creeps up until it almost off the screen.

This only happens with 'always on top' turned on.
