Just found True Launch Bar - excellent program
I have to disagree with Eric, I'd prefer to have text with the icons in this arrangement. Obviously the user would have to enter a shorter name version for the link, for example probably the largest shortcut I have is for 'Windows Media Player 8.0' which I could happily shorten to 'media player' and have it displayed on two lines.
It may need to use a smaller font and would be best if a different colour were used to distinguish it from seperators (but this should be optional for the user).
I had a quick go at editing the above image to illustrate (I didn't know all the programs you used). See attachment or link: WithText
Providing the user can enter short one-liners I think it wouldn't take up much space. 2 or 3 lines should be sufficient but again maybe this should be the user's choice.
