That would be worth purchasing another license
I have been scouring the internet for programs like this (please see "launchonfly" and "ergolauncher" for examples) - both seem to be discontinued, and Ergo Launcher is extremely slow and doesnt recognize the "Windows" keybind.
Having played with tear-off menu's a bit - yes, this would be perfect - instead of remembering the position i drag it to make an option to make the coordinates at the mouse cursor position.
Some coding things to consider:
1. If menu is expanded and goes off screen, make the flyout menus expand in the opposite direction - ie. if my cursor is at the extreme right of the desktop simply opening the menu there may make the items hidden. *edit* - looks like you have this covered already
2. Have an option to make the menu hide after launching a program - so usage would be:
a. menu hidden
b. hit hotkey - menu active at cursor
c. launch application - menu hidden again
