The problem where running applications do not appear in the taskbar has been solved by a script I obtained from:

However, after running the above and following the instructions on how to correct corrupted Taskbar, still my taskbar is not fully corrected!
It seems previous bug where multiple "Language bar" appear in the taskbar's right-click menu is back and sometime True Launchbar that suppose to appear on Taskbar does not show up at all...
and sometime language bar jump to the leftmost edge and true launchbar sit in the middle... in brief it is a big mess in the taskbar...
I just manually corrected my Taskabr when I see your post, so I will capture my Taskbar screenshot on my next reboot and show it here later.
btw, in the past I have reported similar problem and you have it solved.
I am running WinXP+SP2, English ver with non-unicode program language set as Chinese PRC. I have 3 IME, English, Chinese PRC and Chinese Taiwan all which I can trigger from the language bar minimized icon sites on the Taskbar.
