truelaunchbar won't even show on taskbar

i'm using VistOSX visual style. but all the same the toolbar doesn't seem to even enable (which i'm assuming is confirmed since when i right click again on taskbar, click toolbars -> the truelaunch isnt' even ticked to show that it's enabled like quicklaunch does.

Please can you post the screenshot of your "Toolbars" submenu?

Also tell us what values in the registry under the key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
