Please can you download this file. This is zipped tlb.dll Unzip it somewhere and run the command:

regsvr32 "<path>\tlb.dll"

Replace <path> with the full path to the tlb.dll

Let me know if there error messages.

BTW Try to install tlb again, if there are no errors.
