Open All Users Question

By the way, I asked the following question in the General section and got no responses so I will try again here:

I was curious as to whether True Launch Bar had a replacement for the right-click on Start to "Open All Users". If I use StartKiller to remove the Windows Start button, I still would like to be able to quickly get to the "Open All Users" action.
