Second standalone taskbar not remembering size on Win 7 x64

Ah, I see, I did as you asked and when I run TLB SA it creates the two bars the main monitor one is correct size but the second monitor one is back to the small size again. It seems to be rewriting the size settings on startup of TLB SA. here is the xml after a startup of TLB SA....
