Chaznet, it was based on my request. Whenever reinstalling, it is absolutely brutal for the user to have to retune all of their software. One can keep all of the settings on D:\ partition and keep C:\ for system only. WIPE C, reinstall, and since D holds portable settings, you can run like new

Yuri, I can't get portable toolbar to work. The moment I delete the toolbar C:\Users\TLB\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch it automatically deletes it. When I try to add stuff, it puts it in this same folder.
Is there something different I am supposed to do?
