You can dock a standalone True Launch Bar on a second monitor.
But it sounds like you're looking for a fully functional taskbar on which you can open one or more TLB toolbars. Something like Actual Multiple Monitors (or Actual Windows Manager if you want more features) from Actual Tools may work for you.

Or maybe what you want to do is duplicate a TLB toolbar on a second monitor. I tried that with Actual Window Manager. I was able to put a TLB toolbar on the taskbar on the primary display and put the same TLB toolbar on the taskbar on the secondary display. All the menus worked on both displays. I don't know if it would eventually create any problems. Maybe someone else can jump in and speak to that. Good luck.
