I used to get mail shortcuts opening in IE first until recently.
I guess it was either upgrading from from NT4 to Win 2000 or Outlook 98 to Outlook 2000 that stopped it.
Note you can also include CC and body fields:
I also just use names and rely on Outlook to look them up so if their addresses change I don't have to change my shortcuts.
