You cannot drag&drop or what? When you tried to drag button then something happens or not? If No check the buttons locking. Right-click menu and see the Lock buttons/Unlock buttons menu item. If you are using version 2.2.0.9 turn off option:
TLB Settings->Other options->Allow locking for single folder.
