TLB Skins not showing?

I just tried again, and confirmed the folder structure I created was exactly the same as TLB would have created.

Copying an existing skin, and renaming it in the skin.ini file has no effect either.

In both cases the skin doesn't show up, it has to be installed via TLB. Sad
