The problem was with shortcut to Logitech QuickCam not with drivers. So I guess there are can be same problem with other software but I don't sure.

BTW when explorer crashes without TLB plugins? Maybe some specific actions cause crashes?

Hmm... and 56M backup size is very-very big. Actually TLB create backup by merging of all files from toolbar folder. So maybe when you've created shortcuts using drag&drop you've moved or copied some program files or documents folder into toolbar folder.
