Like for example if you have a "screenshot" selected maybe you could use an icon of a "Art Picture" or something like that.

Sort of like what you use in the "Screenshot Makeup tool" to save screen shots. But with out the little floopy disc on it perhaps?

But just an empty clipboard icon when there are no saved clips will be great.

And your idea about different icons for when different types of currently selected items are selected sounds really neat also!
