Some words about "changing the tooltips style using CSS".

The attached zip contains files:
tip-example.html - template for tooltips
default-tips-style.css - default CSS for tooltips
test-tips.css - example of custom style (yes it is ugly)

Unzip files and select test-tips.css in the TLB Settings->Tips->Appearance ->Tooltips style

PS. Not all CSS properties are supported, but many of them.
