Right-click the empty space of the toolbar and select "Open". The toolbar folder will be opened in Windows Explorer. Find the file "tlbdata.xml" and check if you have the write permissions for this file.

Note: tlbdata.xml is the hidden file, so you have to enable to show the hidden files.
