This is not only possible, but very easy. Create a menu like you normally would (Right Click -> New -> Menu), but instead, click "Create Virtual Folder". Any item on your computer can then be selected to be displayed as a virtual folder - drives, folders, control panel, desktop, recycle bin, etc.

You might want to check out the Frequently Asked Questions page to get a feel for what TLB is capable of.
