I can confirm this bug. To reproduce:
1. Set "Check every" to 30.
2. Set "First check delay" to 0.
3. Reboot (not only log out and back inn, real reboot).
4. Open Mail monitor, and notice the timer in the buttom right corner, it should be around 29-30 right after logon, but it's probably not. I guess the timer is not reset since last reboot.
5. Now try to do a manual "check mail", it doesn't work.
6. Let the timer count down to a automatic mail check. After that, the manual "check mail" works as it should. Until next reboot.
When "First check delay" is set to 0, it doesn't seem to check at all on logon, but continues to count down the timer from last session before a mail check is done.
Workaround: Set "First check delay" to 1.
