Patch for Gamers

The bug was found:
How to reproduce:
* Turn on the transparency for tooltips
* Start any game of change screen resolution
Explorer takes 100% CPU.

I've wrote the fixed version:

If you have problems with games please test this version.

I'm not sure that this will 100% solve the problem. So test please. If all OK the final fix will come with the next version.

BTW in this version released the right-alignment for icons. Just in testing yet

Installation:
* Close TLB
* Restart
* replace tlb.dll
