Every time I shut down the computer and start it back up again, or turn of TLB, the position goes from my preferred one (right to Start button ~ standard Quick Launch position), to the opposite end of the task bar. Is this a problem of it not saving preferences or something?

I am using Windows XP.

When you turn off TLB then the position is not saved when you turn it on - this is right (I working under his problem). But TLB must save its position after restart. I cannot reproduce this bug on XP. Try to lock/unlock taskbar (std XP feature).
If you can send me screenshorts of your taskbar before and after restart. I try to locate the problem.

Strange, but the problem went away. I'm not sure how, but it did. Yay for unexplained phenomena.
