Why is my TLB Locked Up? I can't move buttons - Can't Drag and Drop on it.

Im really confused, I am running V.2.2 TLB, and I can't drag and drop buttons on the toolbar, i also cant drag and drop buttons that are already on the toolbar to differnt spots.. anyone think they know how i can fix this?
