Disable tip

I've a problem with the "enable/disable tip" function :
I disable tips on all folders in part 1 (see screenshot) but when I reboot, they reappear whereas on part 2, all is perfect...

I have also a request : would it be possible to disable all the tips on folders (of part 1 for example) in only one click and not one by one
