Two launch bars, one on top, one on bottom? - Seen on screenshots, are they fakes?

I would love to have to launchbars, one on top and one on bottom of the screen. I couldn't make it so far. There's a post on faq's that sais that I can have a floating launch bar but I cannot acomplish.

When you right-click on an empty spot on the taskbar and go to Toolbars, there's an option "True Launch Bar...". The one with the dots will always be there, no matter how many other TLBs you have active. It shows a dialog allowing you to select a toolbar. You can create one by making a folder and pointing to it using "Select Folder". Specifying different folders for different toolbars means they can all contain their own icons and plugins...

Hi. I'm also quite new to this. I've managed to make floating toolbars, but I just can't figure out how to alter the colors of it. I suppose it's somewhere in the skin-settings, but... hrmf.
