Secondary Toolbar not popping up?

Hi there,

I was wondering how do I allow secondary toolbar that I possitioned on the top of the screen to autopopup while having some application maximized

like you go on the regular windows toolbar in maximezed and it pops out. but this secondary pops out only if nothing is maximized..

I think you need to do something like always_on_top and auto-hide to show more than 1px so the mouse would be recogrnized.
