unable to drag & drop files on non-EXE shortcut

I have a short cut to a java script file in TLB, no matter what i do, when I drag any file over the shortcut, TLB always copy it beside the shortcut, but everything works fine if file is droped over a exe shortcut.

I can drag any file and drop it over javascript shortcut in desktop or windows quick launch bar, so the problem only exist in TLB.

Can it be fixed?
