Why are Virtual folders not loaded automatically after reboo

Why are the virtual folders not loaded automatically after Windows reboot? So I always have to go manually through all menus after restart to activate Hotkeys and menus show up quicker. This was not always the default behavior, in earlier versions the menus were loaded automatically. So is there a setting to change which I can't find or is it a bug?

This is by design. But you can force loading Virtual Folders ob startup:
right click menu button then select "Appearance" submenu and click "Load on Startup".
This option force loading VF.
