Task Bar - vertical scroll bar for excess open apps

Hi,

Just wondering if it would be possible to have an option to make clicking on the vertical scroll bar, that appears when there is an excess of open apps, toggle up and down. The current icon has very small up and down arrows. I would find it more useful if I could click on the icon and have it toggle down and back to top when the bottom is reached.
