Plugins translation allowed?

I'm making translation of TLB v4.0 & plugins for my language and I have found a issue about some plugins that haven't available any language strings.

Plugins like:
- Address Book
- Calculator
- CD Control
- Key State
- Moon Monitor
- Motherboard Monitor
- Net Monitor
- News Reader
- Process Viewer
- Spacer
- System Monitor
- ToDo List
- Up Time
- Virtual Desktop
- Wheather Forecast
- Wheather Monitor
- Windows Lists
- Windows Messanger
- Wireless Monitor
(maybe forget someone)

There are some mode to translate that plugins or will be a feature to implement in the future?

Only a few plugins can be translated.
