By default all settings in this folder:
Code:
C:\Documents and Settings\<user name>\Application Data\Microsoft\Internet Explorer\Quick Launch
If you copy everything (including hidden files) from one computer to other you get the same toolbar.

Hello,

Fantastic program!

I am upgrading my operating system from Windows XP SP3 to Windows 7 Home Premium (64 bit). Would the procedure you mention above allow me to move my FLB setting over to Windows 7?

Thank you.

Yes. The only thing the toolbar folder location is different on Windows 7: %appdata%\Microsoft\Internet Explorer\Quick Launch

Just type this path in the explorer address bar.
