Docking left & display speed

Since Vista has taken away the ability to move the QL bar and dock it, here I am.

I want to be able to dock TLB on the left side of my screen-not the top or bottom. Also, how do you control the speed of the TLB display? When docked and moused-over, it takes a bit longer than I'd like for it to appear.
