Yes, it is. Completely. I can't get it to move down to where it's supposed to be...

Maybe something with the settings or TLB Host? Try going to "Task Manager" (Ctrl + Alt + Del) and in the Process tab look for tlbhost.exe and end process.
See if that fixes it.
