I activate option "Lock the Toolbar", restart computer and it is not active. :x

Maybe explorer don't save settings because of some "bad" values in the registry. You can find description here

thanks but I not have these value in my registry. I have tried all fixes to no success, so far I also use Vista.

Same here. After installing TLB desktop settings are not saved anymore. None of them, icon placement, changes in icons in the notification area and size of toolbars. Same behavior after a fresh Vista install. As soon as TLB is installed user settings are not saved to the registry anymore. Normal behavior returns after uninstalling TLB.

Edit: Using TLB version 4.2.2 (I think.... lost the installer)
