Creating a TLB at the top of the screen in Vista???

I read somewhere that there is a method to get a second TLB (In Vista) at the top of the screen???

About to purchase Vista......can you point me to this solution??

Take any folder by mouse and move it at bottom side as closer as possible. Windows create the toolbar when you drop the folder. Now right-click->Tollbars->True Launch Bar...
