Cannot create toolbars in Vista- please help, going mad

I cannot 'tear off' toolbars I have created from the taskbar, so I CAN create a toolbar, just can't pull it off the taskbar to any where I want. I can go to C:\Users\(User)\AppData\Roaming\Microsoft\Internet Explorer and pull the folder onto the desktop, but "move folder here" is the only option I get, even when I put the mouse against any of the edges of the screen (top, bottom, right (I move the taskbar to the left side of the screen)).

Is there any hope I can get a tlb toolbar off the taskbar? ARGH.

I don't know why Vista block the moving toolbar off the taskbar. Maybe this is the bug of the Vista. But there is the way to create the toolbar:
Take any folder by mouse and move it at bottom side as closer as possible. Windows create the toolbar when you drop the folder. Now right-click->Tollbars->True Launch Bar...
