I don't see a way to assign the hot key "WIN + 1". I would like to assign the Windows Key along with a number so TLB works like Quick Launch with the Windows Key.

There 2 ways:
1) Using the registry tweaks. You can read about this here
2) Configure the hotkeys in the standalone TLB:
* Open the Standalone TLB via Start->Programs->True Launch Bar
* kill explorer.exe process using the Task Manager
* setup the hotkeys WIN+Number
* close the Standalone TLB
* start Windows Explorer

Yuri, do you know of a way to disable individual windows hotkeys? They seem to be pretty hard coded, which is annoying because whilst some are very useful -- Win+L, Win+D, Win+M -- some of them don't do anything -- Win+C -- at least on my machine.

If you could write an app that allowed them to be easily turned off one by one so that they could then be used by other apps (e.g. winamp) I'd pay money for it.
