run shortcut on mouse hover

is there any way that I can set only a specific shortcut to run on mouse hover? I am trying to set a shortcut for PresStart v1.3 so that it runs on mouse hover but everything else has to be clicked.

You can create one toolbar with PresStart shortcut only and set the run on mouse hover option for this toolbar. The second toolbar will contain all other shortcuts and menus. When the taskbar is locked both toolbar will look like one toolbar.
