Scrolling for Drag / Drop

I use the predefined Programs virtual menu. The menu, when expanded, can scroll use either the scroller or the scroll bar in order to move up or down a menu that extends past the screen boundaries, I know -- But:

If I want to drag an item or folder either up or down th menu structure, the scrolling doesn't seem to work. I have to drag a couple steps then drop it, then scroll, then drag again...

Is there a ways to have the menus while dragging? Am I not seeing how to do this?
