I have a new installation of TLB v4.4.
I have a TLB bar as a toolbar (integrated in the Windows taskbar) which is exactly where I want it to be. I am not sure how it got there but there it is.
When I startup Windows7, I also get another TLB, floating above the taskbar. How do I get it to NOT load when Windows start???

Right-click the empty space of the floating toolbar and select "Toolbar Properties". Remove the check mark from the "Run on system startup" option.

Other way: Windows have the wonderfull utility MSCONFIG. Run it via WIN+R. This utility allow you do disable the startup items. Find and turn off the "True Launch Bar Host Utility".
